Define and document the scope for each project. Validate shared understanding for projects and their scope within the total program. Gain the Sponsors approval for the Project definition before imitating work.

Practices
- Define and document the project scope, and ensure there is common understanding amongst stakeholders.
- Ensure that key stakeholders for the project agree to and accept the requirements for the project, including definition of project acceptance criteria and key performance indicators.
- Define requirement for internal and external project communications in the project definition.
- Keep the project definition current throughout the project, reflecting approved change orders.
- Formalizes the understanding of the Project charter by the delivery team
- Provides the plan components so the Defining activities can be controlled
- Establishes an initial description for the project used for planning activities
